POST‑DISTRIBUTION MONITORING (PDM) FOR THE UNPAID CARE PROGRAMME
CHASP Advisory is conducting a Post-Distribution Monitoring (PDM) exercise for UNICEF’s Circle of Care and Support Pilot in Kasarani Sub-County, Nairobi, implemented in partnership with the Government of Kenya and other stakeholders. The assignment focuses on the Unpaid Care Programme, which supports caregivers of persons with disabilities through cash transfers and complementary non-cash interventions.
The PDM will assess whether programme support is reaching intended beneficiaries effectively while examining the delivery, accessibility, adequacy, utilization, safety, and satisfaction levels associated with both cash and non-cash assistance. The exercise will cover caregiver households across three programme/payment cycles and generate evidence on programme performance, accountability, and opportunities for future scale-up.
Using a mixed-method approach, CHASP Advisory will combine household surveys with qualitative interviews and focus group discussions involving caregivers, UNICEF, government officials, implementing partners, and organizations of persons with disabilities. The study will also assess awareness and use of complaints and feedback mechanisms while applying strong ethical, safeguarding, informed consent, confidentiality, and data protection standards throughout the process.
The findings will inform programme improvement, strengthen accountability and learning, and contribute to policy dialogue on disability-inclusive and gender-responsive social protection systems in Kenya.
