DEVELOPMENT OF AN ULTRA POOR GRADUATION (UPG) MIS FOR KADUNA STATE, NIGERIA
The Kaduna State Ultra Poor Graduation (UPG) Management Information System (MIS) initiative marks a major milestone in strengthening digital infrastructure for social protection and economic inclusion programming in Nigeria. The project, commissioned by the Kaduna State Social Investment Programme Agency (KADSIPA) in partnership with Village Enterprise with technical support from CHASP Advisory, seeks to establish a robust, user-centred MIS that will enable more efficient delivery, monitoring, and evaluation of UPG interventions across Kaduna State.
Designed as the digital backbone of the UPG program, the MIS will streamline data collection, beneficiary tracking, service delivery monitoring, case management, graduation assessment, and other aspects related to the delivery of a UPG programme. It will integrate seamlessly with existing systems such as the KADMIS and the social protection registry while maintaining offline functionality to support field-level operations. The system is being developed using a Human-Centered Design (HCD) approach to ensure that end-users, ranging from government officials to frontline workers, can easily navigate, update, and use the platform for decision-making and program management.
The initiative builds on Kaduna State’s strong social protection framework, which has positioned the state as a leader in inclusive development within Nigeria. By introducing a graduation-specific MIS, the Kaduna State government is seeking to address critical gaps in data management, coordination, and accountability, ensuring that interventions reach the most vulnerable households effectively and efficiently.
CHASP Advisory is providing technical leadership in the design, development, and rollout of the system through five key steps:
- Inception and Requirements Validation: conducting stakeholder consultations with KADSIPA, Village Enterprise, and other partners to align expectations, map workflows, and validate system requirements using HCD principles such as empathy mapping and co-creation.
- System Design and Development: building a scalable MIS architecture with integrated modules for targeting, enrollment, training, savings groups, mentoring, cash disbursement, and graduation outcomes, alongside robust security and interoperability features.
- Training and Capacity Building: developing user manuals, training modules, and video tutorials, and conducting hands-on sessions for central and local government and field-level staff to ensure system adoption and sustainability.
- Technical Support and Maintenance: establishing a responsive helpdesk and issue-resolution mechanism to provide continuous user and technical support throughout rollout and implementation.
- System Enhancement and Continuous Improvement: Collecting user feedback to guide iterative updates, improve usability, and enhance data visualisation and analytics for better program management.
Through these efforts, we are helping to ensure that KADSIPA is fully equipped with the digital tools and capacity necessary to deliver a coherent, data-driven, and effective graduation program for the people of Kaduna.
