CONSOLIDATED OPERATIONS MANUAL FOR THE HUNGER SAFETY NET PROGRAMME (HSNP)

The Hunger Safety Net Programme (HSNP), led by the National Drought Management Authority (NDMA), addresses poverty and vulnerability in Kenya’s Arid and Semi-Arid Lands (ASAL) counties.

 It provides regular cash transfers to chronically poor households and emergency payments during droughts and floods. Since its launch in 2007, HSNP has grown to support over 133,800 households across eight counties under the Kenya Social Economic Inclusion Project (KSEIP). By integrating drought and flood management, HSNP strengthens resilience and enhances disaster response in climate-affected regions.


This Operations Manual offers clear guidelines for HSNP’s governance, planning, and implementation. It outlines three core steps: preparedness, household registration, and fund transfers. The manual emphasizes transparency, inclusion of Vulnerable and Marginalized Groups (VMGs), and efficient resource utilization. It ensures consistency in delivering both regular and emergency interventions, promoting accountability among implementing agencies and stakeholders.


The manual is a key reference for NDMA teams, government agencies, development partners, and civil society organizations involved in HSNP operations.
