DEVELOPMENT OF ODR MIS FOR NICHE
There have been various challenges related to the efficiency and sustainability of the approach of the current on-demand registration process. The challenges largely emanated from the initial lack of leveraging on technology. However, there has also been a need to improve the efficiency of the registration process more broadly by looking at each of the steps in the process. With this background and considering various contextual and capacity realities, a revision to the ODR workflow was necessary to particularly apply full-stack mobile technology, besides ensuring that a comprehensive review of the past implementation covers suggestions of how the registration process would not heavily rely on resource allocations (e.g., currently, all registration forms are printed at the national level and distributed to counties with immense delays).
The review and recommendations ensured that broader considerations for other social assistance programmes that ought to adopt ODR systems were reflected and linked to the current NICHE operations.
That means that NICHE ODR will set the pace for adoption in the other various Social Assistance programmes currently in Kenya and that there is a possibility of these systems’ interoperability. The aim was then to achieve better efficiency and effectiveness in the continued rollout of ODR within NICHE and beyond.
PURPOSE OF THE MIS FOR ODR
- Human-centered Design: Adopt a Human-centered Design approach to increase access and utilization of technology for ODR.
- Industry Practice: Incorporate global experiences, lessons, and best practices in the build of workflows that lead to efficient self-registration.
- Efficiency and Effectiveness: Simplify the current workflows of ODR to enable efficient (self)registration and reduce resource implications for the GOK.
- The Structures: Utilize existing government and community structures to facilitate beneficiary registration.
- Leveraging Technology: Leverage mobile phone technology to facilitate (low-cost) self-registration of beneficiaries into the NICHE Programme.
