What We Do
Programme Design and Implementation
We support the full lifecycle of social protection and public health programs from design and implementation by developing theories of change, operational frameworks, and implementation strategies.
Our approach emphasizes iterative learning and adaptive program design. By applying a design — evaluate — redesign approach, we ensure programs remain responsive, effective, and aligned with evolving development needs.
Selected assignments:
- Design of the Kenya Social and Economic Inclusion Programme (KSEIP II).
- Revision of the Hunger Safety Net Programme (HSNP) Operations Manual.
- Development of NICHE Programme operational manuals and costed work plans.
System Development
We design and deploy integrated Management Information Systems (MIS) that streamline data management and improve service delivery. Our systems digitize key processes such as beneficiary registration, automate workflows, and provide real-time insights that support faster, evidence-based decision-making.
We build scalable and secure solutions that improve efficiency, transparency, and accountability ensuring resources reach the right people and reducing operational leakages.

- Development of the NICHE On-Demand Registration (ODR) MIS.
- Development of an eVoucher Management System for agri-food and humanitarian programs.
- Development of an Integrated MIS for the Ultra-Poor Graduation (UPG) Programme.
Strategy and Policy Development
We develop evidence-based strategies and policies that guide social protection systems and sector-wide reforms. We work with governments, partners, and stakeholders to translate research, data, and analysis into practical policies that strengthen systems and improve real-world outcomes.
Our approach ensures that policies are not only evidence-based, but also actionable, inclusive, and responsive to evolving development needs.

- Development of the Kenya Social Protection Policy (2023).
- Development of Isiolo County Social Protection Policy.
- Mid-term review and development of Rwanda’s Social Protection Sector Strategic Plan.
Capacity Building
Through CHASP Institute, we deliver tailored capacity strengthening programs to enhance skills in social protection, governance, and program delivery through workshops, technical training, and applied learning approaches to build real-world capability at both institutional and individual levels.
Our focus is on strengthening leadership and systems to ensure programmes are implemented effectively and sustainably.

- Urban Governance and Leadership Training under the SUED Programme.
- Capacity strengthening for Ministry of Labor and Social Affairs (MOLSA) staff.
- Training county government staff on inclusive social protection programme implementation under NICHE Programme.
Monitoring, Evaluation, Research and Learning (MERL)
We design and implement integrated MERL systems that generate evidence, track performance, and support adaptive programme management. Our approach combines rigorous research with real-time monitoring and learning frameworks to ensure programmes are continuously improved based on evidence and context.
We bridge the gap between data and action by translating insights into practical recommendations that strengthen programme effectiveness, accountability, and impact.

- Endline evaluation of the National School Feeding Programme (Namibia).
- Baseline study for the STEP-UP programme in Kilifi and Tana River.
- Third-party quality assurance for Enhanced Single Registry (ESR) beneficiary registration.
- COVID-19 impact research on SRHR access in Africa.
